十九世紀(jì)末期，我國(guó)清朝國(guó)力積弱，西歐各國(guó)列強(qiáng)大舉入侵中國(guó)，搜刮經(jīng)濟(jì)利益，我國(guó)沿海各省民間流通的銅幣，大部分都是外國(guó)銀元，如墨西哥鷹洋、日本龍銀等。光緒十三年正月，時(shí)任兩廣總督的張之洞有見(jiàn)于此，乃上奏朝廷，提議在廣東率先設(shè)立錢(qián)局，后推行全國(guó)，用機(jī)器鑄錢(qián)，制造銅幣，抵制外國(guó)銅幣壟斷我國(guó)內(nèi)之流通。光緒十五年，清廷批準(zhǔn)，廣東錢(qián)局正式成立，其造幣所需的機(jī)器設(shè)備，全部需由外國(guó)進(jìn)口。從此我國(guó)正式進(jìn)入機(jī)器鑄幣時(shí)代，光緒元寶由此誕生。
