該幣由意大利雕版師魯爾智·喬治雕模，天津造幣廠鑄造。銀幣的規(guī)格為庫(kù)平七錢二分，成色高，含銀量為90%。洪憲飛龍銀幣正面為袁世凱九分臉正面及胸像，面部稍左側(cè)。袁世凱身著大元帥服，頭戴鷺羽高纓冠，胸前佩戴大勛章。背面中央為飛龍圖案，上面鐫“中華帝國(guó)”4字，下面鐫“洪憲紀(jì)元”4字，齒邊。
The coin was carved by Italian engraver Luerzhi George and minted by Tianjin Mint. The specification of silver coin is Kuping seven money and two cents, with high color and silver content of 90%.
