民國(guó)四年十二月，袁世凱稱帝，云南都督府唐繼堯和蔡鍔將軍率先發(fā)動(dòng)護(hù)國(guó)起義，組織護(hù)國(guó)軍誓師討袁，全國(guó)響應(yīng)。袁世凱被迫于民國(guó)五年三月二十二日宣布取消帝制。同年五月八日，護(hù)國(guó)軍在廣東肇慶成立軍務(wù)院，推舉唐繼堯?yàn)閾彳婇L(zhǎng)，岑春煊為撫軍副長(zhǎng)，梁?jiǎn)⒊瑸檎?wù)軍委員長(zhǎng)，陸榮廷、蔡鍔、李立鈞、劉顯世、陳炳昆等為撫軍。
