1911年10月在辛亥革命的歷史大背景下,以保路運(yùn)動(dòng)為開端，12月四川省宣布獨(dú)立，建立大漢四川軍政府。尹昌衡出任軍政部長,被推為都督后,組織軍政府。為滿足軍需和保路運(yùn)動(dòng)的需要，同時(shí)也為了維持政府開支，于1912年起，四川成都造幣廠奉軍政府之令，更換前清龍紋銅元舊模，雕版民國銅元新款，正式開鑄“軍政府造四川銅幣漢字銀元”，開鑄之初僅發(fā)行十文、二十文兩種錢幣。同年5月，又添鑄當(dāng)五十文一種，當(dāng)年計(jì)鑄十文銅元6055萬余枚，二十文銅元1247萬余枚，五十文銅元935萬余枚。"軍政府造四川銅幣"是辛亥革命時(shí)期的產(chǎn)物。1911年12月發(fā)生"成都兵變"，以尹昌衡、羅綸為正副都督的四川軍政府取代了成立僅12天的大漢四川軍政府。新的四川軍政府成立之初即面臨著需用日繁、度支日絀的財(cái)政困窘局面。軍政府迅速接管了四川成都造幣廠，決定鑄造"四川銅幣"以應(yīng)急。
