清咸豐年間（1851-1861年），太平天國(guó)農(nóng)民起義發(fā)展迅猛，并在江蘇南京建都，此時(shí)清政府賴以鑄錢之用的滇銅（云南省出產(chǎn)的銅料），因道路阻斷而無法運(yùn)進(jìn)北京。一方面是鎮(zhèn)壓起義急需大量的軍餉開銷，一方面是鑄錢的原材料告缺，給清政府造成了嚴(yán)重的財(cái)政困難，最終迫使清政府自咸豐三年開始發(fā)行紙幣和改鑄大錢來彌補(bǔ)財(cái)政虧空。
