1915年12月12日，袁世凱宣告接受帝位，復(fù)辟帝制，廢棄共和政體，改中華民國為中華帝國，廢棄民國編年，改民國五年（公元1916年）為洪憲元年，史稱"洪憲帝制"。是年規(guī)劃鍛造了袁世凱高纓像中華帝國洪憲紀(jì)元飛龍銀幣。該幣由意大利雕版師魯爾智·喬治雕模，天津造幣廠鍛造。銀幣的標(biāo)準(zhǔn)為庫平七錢二分，成色高，含銀量為90%。

Yuan Shikai's high tassel was forged as a dragon silver coin in the Hongxian era of the Chinese empire in the plan of the year. The coin was carved by Italian engraver Rurgi George and forged by Tianjin Mint. The standard for silver coins is 70 cents for Kuping, which is of high quality and contains 90% silver.
《中國錢幣》上曾發(fā)表《淺談意籍雕刻師喬奇——Luigi Giorgi》一文，使這位清末民初在華工作的意籍雕刻師開始被大家熟悉。喬奇于年至1917年在天津造幣廠任首席設(shè)計(jì)雕刻師，在此期間，經(jīng)手了許多機(jī)制幣的設(shè)計(jì)和制模工作。

飛龍銀幣的鑄幣工藝在當(dāng)時(shí)已達(dá)到登峰造極的地步,正面袁像栩栩如生，眉目傳神，背面飛龍的形態(tài)沒有采取中國傳統(tǒng)龍文形態(tài),而是西方的雙翼龍,該幣也是中國官方鑄幣唯一采用的外國龍,其珍貴程度不可小靚。銀幣上面的人像浮雕高凸，袁世凱著大元帥服，戴鷺羽冠配大勛章，背面是飛龍奔騰欲出。這是一只朝向左側(cè)的雙翼飛龍，一爪持定南針，天子當(dāng)陽意也；一爪持五箭，五族一統(tǒng)意也。銀幣上方有“中華帝國”四字，下方有“洪憲紀(jì)元”四字。
