光緒三十四年(1908年)天津造幣總廠鑄造。八國聯軍于1900年入侵天津，北洋機器局所屬的生產機制錢幣的“寶津局”被焚毀，于光緒二十八年(1902年)接任李鴻章出任直隸總督兼北洋大臣的袁世凱上任伊始即命候補道周學熙赴日考察“工商幣制”，并在回國后成功創辦北洋銀圓局，對于當時天津地區的經濟復蘇和充實北洋政府財政起到了積極作用。

清政府欲將鑄幣權收歸中央以統一幣制，于光緒二十九年(1903年)決定由時任直隸總督兼北洋大臣的袁世凱負責在天津籌建國家造幣廠“鑄造銀錢總局”，由徐世昌總領籌建事宜。1905年更名為“戶部造幣總廠”。1906年，北洋銀元局(又稱天津機器局鑄錢局)并入戶部造幣總廠。1908年戶部更名為度支部，戶部造幣總廠隨之更名為度支部造幣總廠。

造幣總廠銀幣，在清代銀元中知名度較高，主要因為龍的藝術造型優美，氣勢磅礴 ，騰云駕霧，工藝精湛，可以說是清代銀幣鑄造中的一個高峰。雖然所鑄造的銀元 枚數遺留下來不多，但版別設計卻非常豐富，是其他銀幣鑄造所不能攀比的。銀幣正面中央珠圈內鐫滿漢文“光緒元寶”四字，珠圈外上鐫漢文“造幣總廠”四 字，下鐫漢文幣值“庫平一兩”。銀幣背面中央珠圈內鐫蟠龍圖，珠圈外上端鐫漢 文“光緒年造”，左右和下端環鐫英文“TAI-CHING TI-KUO SILVER COIN”，中文 譯為“大清帝國銀幣”！
