1911年辛亥革命,清朝宣統(tǒng)皇帝宣布退位,持續(xù)兩千多年的封建制度轟然落幕,1912年元月,中華民國(guó)政府成立,國(guó)父孫中山就任中華民國(guó)臨時(shí)大總統(tǒng),并頒布“臨時(shí)大總統(tǒng)令”,取樣清代銅幣模本,鼓勵(lì)鑄造紀(jì)念幣——中華民國(guó)開國(guó)紀(jì)念幣。湖南省造雙旗當(dāng)制錢二十文,就是產(chǎn)生于這一歷史時(shí)期。
