最初的布幣，保留著其作為工具的模樣，留有裝柄的的銎，原始而厚重，故稱為空首布;后來逐漸減輕，變薄，變小，幣身完全成為片狀，稱為平首布。平首布上面通常鑄有地名或紀重的文字。后來王莽的新朝亦曾造布幣。貨幣是歷史的產物，它是隨著經濟的發展而出現的。據史料記載，在商朝時代已有了貝殼的使用，雖然這并不能證明貝殼已發展成為十足的貨幣，但至少已接近貨幣了，而由農器進化到刀幣和布幣，確實需要漫長的演變。把銅用來作為貨幣，也許是從仿鑄貝開始的。銅貝也有幾種:有些凸起得更像真貝，鋸齒紋成曲線;有些則比較扁平，鋸齒紋成直線。隨著農業生產發展的需要，生產工具日益顯得重要，于是人們在交換時就將刀、鏟、紋輪等作為貨幣一樣使用。一個地方對一種生產工具用得最多的話，這種生產工具就變成了這一地區的貨幣。從農業工具演化而來的貨幣，到了戰國時就形成三大體系:布幣、刀幣、環幣錢。 "布幣"乍一聽去，好象是由布料制作而成的，但其實它也是一種金屬貨幣。古代有一種農具叫做镈，布幣的形狀就很象镈，由于"镈"、"布"同音，所以人們就把這種很象镈的錢幣叫做"布幣"了。
