民國年間，在一次全國經濟會中，通過了《國幣條例草案》等有關幣制的議案，開始著手新幣制的籌劃。同時，決定停鑄北洋軍閥總頭目袁世凱像銀幣，改用中華民國締造者孫中山的肖像作為主幣圖案。在此背景下，涌現出一批以孫中山像為正面圖案的新國幣設計方案，孫中山雙旗紀念幣便是其中之一。此幣立意高遠大氣，圖案瑰麗莊重，制作精細規整，為中國錢幣首屈一指。而后由于當時的國幣最后選定為俗稱“船洋”的孫中山像帆船銀幣，故此幣僅出少量試樣，存世十分稀罕。
