清咸豐年間(1851-1861年),太平天國農(nóng)民起義發(fā)展迅猛,并在江蘇南京建都,此時(shí)清政府賴以鑄錢之用的滇銅(云南省出產(chǎn)的銅料),因道路阻斷而無法運(yùn)進(jìn)北京。一方面是鎮(zhèn)壓起義急需大量的軍餉開銷,一方面是鑄錢的原材料告缺,給清政府造成了嚴(yán)重的財(cái)政困難,最終迫使清政府自咸豐三年開始發(fā)行紙幣和改鑄大錢來彌補(bǔ)財(cái)政虧空。
